I hope a sales question is okay on here.

If I have an existing account and upgrade to a higher tier of service, and realize the new service is not going to work out, do I still have 60-days to cancel the upgrade and get a refund? Or do I need to sign up for a whole new account to have the 60-day safety net?

No you do not still have 60 days.

The 60 day money back guarantee is from the first day of service on a given account, not from the first day of account changes.

We do not mind that you start a new account to take advantage of this.

As a side note, if you upgrade then realize that the new service is not going to work out you can downgrade immediately and keep the credits to pay for your lower tier service.
