So I'm writing a Python2.7 app that relies on PyCrypto's PKCS1 Cipher

Attempting to install PyCrypto with pip informs me that PyCrypto2.3 is already installed in /usr/local/lib/python2.7/site-packages, great

However:
from Crypto.Cipher import PKCS1_v1_5
Throws an ImportError in Python

Attempting to upgrade to a newer version of PyCrypto with pip obviously throws permission errors. Preliminary Googling hasn't turned up any obvious answer, but I'm probably just asking the wrong questions.

You can download and install it from the developer as you would with other python modules.

wget https://ftp.dlitz.net/pub/dlitz/crypto/pycrypto/pycrypto-2.6.tar.gz
tar -xf pycrypto-2.6.tar.gz
cd pycrypto-2.6
cat README
python2.7 setup.py install

I tested the above commands and it installed OK.
