I am trying to reconfigure my Thunderbird E-mail client. I am using Version 3.1.7 I can receive fine, but setting up the SMTP server, I have configured Port 25 and the server as smtp.webfaction.com and STARTTLS. but every time I try to send I get....

Sending of message failed. The message could not be sent because connecting to SMTP server smtp.webfaction.com failed. The server may be unavailable or is refusing SMTP connections. Please verify that your SMTP server settings are correct and try again, or contact the server administrator.

Port 25 might be blocked by your Internet Provider. Please try using SMTP on port 465 + SSL/TLS. Port 587 should work with the SSL/TLS setting as well.
