In my applications in the control panel I have a Rails application that is labeled:

Rails 3.2.1 (nginx 1.0.10/Passenger 3.0.11/Ruby 1.9.3) - INSECURE

Yet when I SSH into the app’s directory and type “rails -v” I get:

Rails 3.2.13

How can I find out what the “true” version of Rails my website is using?

The correct version of rails is the one you get when invoking "rails -v" (be sure you're invoking the correct rails executable, though!).

The Control Panel only reports the version which was installed via the one-click installer. That's hard-coded into the associated database record that the Control Panel uses, so it won't update when you upgrade the rails gem for some application in the future.
