Is it possible to deploy an app that are made of mixed of different libraries written in deferent languages (e.g. Java, Ruby, Python, Perl, etc.)?

Sure; why not?

This example shows a web framework which uses both Python and Javascript. You could in theory mix any combination of languages you need, including installing any languages which aren't installed by default.
