I have a Wordpress install on hostA and I want to move it to WebFaction. What is the best way to transfer the app?

I've created an app from the Webfaction panel. I will copy my Wordpress files to this directory. I've created a database. I'm going to import my Wordpress tables into it.

How do I test it? The DNS still points to my old host. I want to be able to test it and make sure that all is well before I change the DNS entry to point to Webfaction.

Generally speaking, the migration guide from moving from one server to another is located here:

This guide is written from the perspective of moving from one WebFaction server to another, since we want to remain neutral with respect to other hosting platforms. But all of the critical pieces should be there.

As for importing and exporting database records, you should be able to do so directly with a dump file, as shown here:

You can test your website by assigning your webfaction-provided domain name to the wordpress application and make sure everything is working correctly.

Then, update the Site URL and Blog URL fields in your WordPress Admin and switch over the DNS (perhaps by setting your domains to use WebFaction's name servers as shown here and allowing time for DNS propagation). After setting the domain in the Control Panel (creating the domain and then pointing it to your application with a Website Record), the site will be accessible from the original domain but will be served from your WebFaction webserver.

For Wordpress specifically, the XML export (Control Panel -> Tools -> Export) works wonderfully. More at http://codex.wordpress.org/Importing_Content#WordPress

I can't speak to image import/export, but everything else comes over flawlessly, so that old links continue to work, once you do the DNS magic.
