I set up memcached following the webfaction instructions using the instructions here: http://docs.webfaction.com/software/memcached.html

mc = memcache.Client(['unix:/home/example/memcached/memcached.sock'], debug=0)

Is it possible to access this using ip and port from another webfaction server?

You would use socat to forward data to/from a socket file, and some examples are available in this blog post. However, note that some techniques utilize an SSH Tunnel as well, and there will be security implications with using an SSH tunnel for this purpose on a shared machine.

There have been attempts at secure unix socket forwarding; such as this serverfault discussion. This one looks best to me.
