I have a ~/lib/python2.7/PIL. However pip-2.7 uninstall PIL wants to remove /usr/local/lib/python2.7/site-packages/PIL/ which won't work.

How should I be getting rid of the local PIL, so I move over to Pillow (the maintained version of PIL)?

Just delete the PIL directory, eg rm -rf ~/lib/python2.7/PIL.
