i'd like to setup a user(-group) with no shell access but ssh port tunneling on one specific port only ala ssh -L ... the purpose is to let users subscribe to a zmq socket as workers with the programm running locally on their machine.

We don't have a nologin shell option, but you can create the user with the "No shell (sftp only)" shell option.

They'll still have SFTP access, but they won't be able to log into a shell in SSH, and you can still use that user for establishing a tunnel.

Hope that helps!
