Postgresql update to 9.3

We currently have no plans to upgrade PostgreSQL to 9.3.

If you need a newer version than what we provide, then you can build it from source and run it as a custom application.

We have an example of how to build PostgreSQL here - you'll need to modify those steps to get the version you need.
