I tried following the The "Getting started with Django" tutorial, and I get tripped up when trying to edit the settings.py file. The tutorial example settings.py file looks like it has way more stuff in it than my settings.py file does. Mine is just 85 lines, and has nothing after STATIC_URL = '/static/'.

why don't I have the "full" settings.py file?

Newer versions of Django do not explicitly define all settings from the start, and some settings are depreciated. Also you will need to add some settings for a live site which you would not need in development. If you are in doubt on a given setting check the official Django docs for your current version.
