I have an additional SSH/FTP user, addonuser, who is a member of its own group and the group of the account id, acctuser.

Through the group membership, addonuser has administrative access to acctuser files. However when addonuser creates files and folders, owned as addonuser:addonuser, they can't be administered from acctuser (e.g. chown and chmod fail). I can't make acctuser a member of the addonuser group through the control panel, so how do I administer its files? acctuser has to function like a superuser in the context of the account.

Your main account cannot function as a superuser, not even in the context of the secondary users attached to your account. The relationship between main account users and secondary users is strictly a control panel concept. On the server, it's all just standard Linux user accounts.

The best you can do is flip the setgid bit (chmod g+s) as your main account user on whatever directory you're sharing with your secondary user, so that your main account retains group ownership on that directory and its contents, and then use ACLs to grant permissions (instead of group membership). Only root can change ownership of files, so if you need us to fix the ownership of some things for you, please open a support ticket.
