I noticed webfaction is running Postgres 9.1.24, but according to their docs, 9.1 is EOL. Are there plans to upgrade postgres any time soon? Or is this something I need to handle on my end?

You are hosted on one of our legacy servers, running CentOS 6.
If you want to use a newer version of PostgreSQL, then you can either migrate to (or start using one) of our newer machines which run CentOS 7 as their operating system and have 9.4 installed.
Else, you can install a newer version of PostgreSQL by compiling it from its sources. You can see an example here.
Please note that while PostgreSQL 9.1 has indeed reached its end of life by its developers, the CentOS developers will still maintain and backport any important security issues or patches, so it is still good for production.
