Geodjango, uses gdal which is not a thread safe module.

Django urges its users to not use threading and -at the same time- use an appropriate apache configuration.

Webfaction ships apache with the worker module which uses threads.

Can I use prefork?

If yes, how can I enable it?

If no, does the below configuration make sense?

ServerLimit 5
StartServers 5
MaxRequestWorkers 1
MinSpareThreads 1
MaxSpareThreads 1
ThreadsPerChild 1

WSGIDaemonProcess raratiru processes=5 threads=1 python-home=...

The above config should keep your app limited to a single thread.

If you want to try the prefork MPM anyway, you'll need to build your own back-end Apache from source.
