I am trying to enable HTTPS for my websites using certificates from Let's Enctypt I am following the steps from https://community.webfaction.com/answer_link/19989/ but it seems that the utility used in that answer now requires socat tools, which does not seem to be available to webfaction users. Any idea how to get it to work now?

You may build socat with the following commands,

mkdir ~/src
cd ~/src
wget http://www.dest-unreach.org/socat/download/socat-1.7.3.0.tar.gz
tar -xf socat-1.7.3.0.tar.gz 
cd socat-1.7.3.0
./configure --prefix=$HOME
make
make install
