The best value is up to the specific application and visitors load that you are getting. Keep in mind that larger MaxClients means higher memory usage.

When MaxClients is exceeded Apache will queue further requests until a child is freed up to handle them. If you are not getting any noticeable delays due to this queue mechanism, you should just stick with the default MaxClients value.
