I want to setup a test and staging site, but leaving them up and running will run me over my memory usage limit. When I stop Apache on them they are automatically restarted after a certain amount of time. Is there a way to prevent an application from being restarted?

An application turned off remains off unless restarted. It sounds like you have a cron job scheduled to automatically restart your process if it is not running.

To fix this, simply remove the appropriate line from your crontab.
