I'm working through a tutorial online that refers to potentially making changes to the MySQL conf file ( Will I be able to do that on WebFaction?

Have you setup your own private instance of MySQL for that?

If not, you can do that by following:

You would not be able to make the above changes on the shared MySQL server configuration.
