Is index.html not the default landing page for a sub-directory ? For a particular PHP app, it showed Forbidden. Only after adding DirectoryIndex index.html in .htaccess file, did it work without entering index.html in the address bar.

The default DirectoryIndex line should already be:

DirectoryIndex index.html index.htm index.cgi index.py index.php index.spy nph-index.cgi index.shtml

If you open a support ticket, we can look at your individual case and attempt to determine why such behavior would occur, as the result you described should not constitute default behavior.

This was a drupal setup. It had DirectoryIndex index.php in its htaccess which has possibly overridden the default ?

Yes, the later .htaccess takes precedence.
