Is there a limit to the duration between upgrading then downgrading a dedicated IP?

There is no minimum time. This is true not only for dedicated IP addresses, but also extra RAM, bandwidth, or even upgrading and downgrading the entire hosting plan.

In all cases, service costs are not rounded up to the month. A pro-rated refund of remaining time until the end of the month will be credited to your account, so if you only used five days of a month, you would only be charged for those five days.
