Is there anyway I can run a python program that needs to access ICMP socket - without root priviledge --is there any access to sudo priviledges?

We do not allow users sudo access. ICMP sockets specifically ping do need root access on linux.

I need to uninstall PIL and I get this error :

OSError: [Errno 13] Permission denied: '/usr/local/lib/python2.7/site-packages/PIL/PIL-1.1.7-py2.7.egg-info'

how should I do this ?
