If I follow the memcached instructions here:

http://docs.webfaction.com/software/memcached.html#setting-up-memcached

will it automatically restart if the server restarts, or if memcached is killed?

If not, how should I fix that?

No, you should add a cron job to run your memcached -d -m memory -s ~/memcached.sock command at reboot time. You can use the special @reboot directive to do that.
